This has to be done within 24 hours of their arrival. Normally you will now do this online but it can still be done in person. If there is no immigration office, then it needs to be reported to the local police.
If it is a hotel then it needs to be licensed accordingly. The rental apartment or any apartment or house has to complete this notification. If it is in Bangkok then it has to be reported to Thai immigration in Bangkok in Laksi. Notification can be done by mail, in person or visa the immigration online portal.
